A proposed bedroom may require compliant egress and other safety provisions; a proposed bathroom needs a plumbing review. Permits and local requirements depend on the project, and moisture problems should be addressed before enclosing surfaces.

Can any basement space become a bedroom?
Not automatically. A bedroom needs to meet applicable requirements, which can include emergency escape, ceiling height, ventilation, and other conditions. The existing space must be evaluated before that use is included in the plan.
Should I resolve moisture concerns before finishing?
Yes. Covering a damp wall or floor does not resolve the source of moisture. Identify the cause and appropriate next steps before adding finished walls, trim, or other materials that could conceal the problem.
